What is CITS?

Cook Inlet Training Standards (CITS) is a regional safety training standard designed for workers in the Cook Inlet and surrounding Alaska industries.

The goal of CITS is to give every worker the same core foundation in hazard awareness, safe work practices, and regulatory compliance before they step onto a site.

The CITS credential from Alaska Industrial Academy provides:

  • A common language of safety between workers, supervisors, and operators
  • Practical, Alaska-focused examples instead of generic textbook scenarios
  • Documentation employers can use to verify that workers have completed standardized training

What is a CITS Card?

At Alaska Industrial Academy, workers earn a CITS card by completing the AIA – CITS Course, which is made up of three core courses:

  • CITS HAZWOPER
  • H2S Unaccompanied
  • Confined Space Entry

Once all three courses are successfully completed, Alaska Industrial Academy issues a CITS card that employers can use to verify standardized baseline safety training for Cook Inlet and Alaska industrial worksites.

The CITS card:

  • Shows that the worker has completed standardized CITS training recognized in the Cook Inlet, and other Alaskan regions.
  • Helps workers meet hiring and onboarding requirements for local industrial and oil & gas jobs
  • Gives employers a simple way to verify baseline safety training in their records

Who Needs CITS Training?

CITS training is designed for:

  • Contractors and employees working in Cook Inlet oil and gas.
  • Maintenance, construction, industrial, and marine workers
  • New hires who need baseline safety orientation before heading to the job site
  • Experienced workers who need a structured refresher on current standards and best practices

How CITS Training Works at Alaska Industrial Academy

Alaska Industrial Academy has been involved in Cook Inlet–focused safety training for many years through HAZWOPER, confined space, and other industrial safety programs.

At AIA, CITS training is delivered through:

  • Online self-paced training hosted on SITE, our own training platform (coming soon)
  • Instructor-led sessions at our classroom in Kenai
  • On-site training at employer locations for groups

Workers can complete CITS training online and then attend any required in-person or site-specific components requested by their employer.

AIA – CITS Course (CITS Card Program)

The AIA – CITS Course is Alaska Industrial Academy's complete path to earning a CITS card for Cook Inlet and Alaska industrial operations.

This comprehensive program combines three essential courses into one complete CITS card qualification. Workers build a robust foundation in hazard recognition, H2S safety, confined space entry, and emergency response.

Three Required Courses:

  • • CITS HAZWOPER (hazard recognition, PPE, site safety, emergency response)
  • • H2S Unaccompanied (H2S hazards, detection, respiratory protection)
  • • Confined Space Entry (permit systems, atmospheric testing, entry procedures)

Delivery options: Online through SITE (coming soon), with instructor-led and on-site options available for employers.

After successful completion of all three courses and any required employer-specific components, workers receive a CITS card issued by Alaska Industrial Academy documenting their training.

CITS training with Alaska Industrial Academy

How CITS Helps Workers

CITS training with AIA helps workers:

  • Meet hiring and onboarding requirements for Cook Inlet and Alaska industrial jobs
  • Understand the real hazards they will see on site, not just textbook examples
  • Learn practical, Alaska-specific safety expectations before they arrive at a facility or platform
  • Demonstrate that they have completed structured, documented safety training through the CITS program with AIA

Encourage workers to keep their CITS card and completion records with them during onboarding and site access processes.

How CITS Helps Employers

For companies, Alaska Industrial Academy can:

  • Train individual workers through open-enrollment CITS HAZWOPER classes
  • Deliver CITS training on-site at your facility for crews or entire departments
  • Provide completion documentation and CITS card verification.

If you need to qualify a crew or standardize your onboarding, CITS gives you a consistent baseline you can build your company-specific training on top of.

Compliance and Alignment

The CITS card is an industry credential, not a federal OSHA credential. CITS training at Alaska Industrial Academy is designed to align with OSHA standards and other applicable regulations and best practices.

Important clarifications:

  • CITS courses are not OSHA Outreach courses and do not issue OSHA 10- or 30-hour Outreach cards.
  • Course material is written to align with OSHA requirements and industry expectations, but the CITS card is an industry credential, not a federal OSHA credential.
  • When OSHA Outreach cards are specifically required by a client or contract, those must be obtained through official OSHA Outreach classes delivered by OSHA-authorized trainers.

Employers should review their regulatory and client requirements and determine whether CITS training, OSHA Outreach training, or both are required for each role.
